Legal Experience

Certified and recertified by the Texas Board of Legal Specialization as a specialist in Administrative Law. Practice is concentrated in the areas of administrative law, health law, governmental relations, and mediation.

Administrative and Health Law:

Representation of clients in contested hearings and rulemaking before numerous State and Federal administrative agencies including:

  • Texas Medical Board
  • Texas Department of Insurance
  • Texas Department of Health & Human Services
  • Federal Agencies including Medicare/Medicaid issues
  • Representation of clients on appeals of administrative decisions from District Court to Supreme Court
  • Representation of clients with specific health law problems, especially medical staff privileges of physicians and health care facilities
  • Mediation of professional disputes, especially in medical legal matters

Governmental Relations:

Lobbying at the state and national levels relating to matters of medicine and health laws, public health, insurance, taxation, transportation, utilities, and general business. Drafting and assisting in enactment of numerous legislative proposals. Examples of such are: Texas Medical Liability and Insurance Improvement Act, Medical Practice Act of Texas, Texas Medical Joint Underwriting Association, Texas Health Maintenance Organization Act, Texas Health Planning Certificate of Need Act, Exemption from Taxation of Freeport Property (constitutional amendment).

Mediation/Arbitration:

  • Certified under applicable law to be appointed by a court as a qualified impartial third-party mediator.
  • Member of American Health Lawyers Association (AHLA) Alternative Dispute Resolution Service (Mediation/Arbitration)
  • AHLA training in Practical and Theoretical Approaches for Effective Mediation of Healthcare Disputes
  • Completion of training in Negotiating Complex Disputes in the Public Arena - Center for Public Policy Dispute Resolution, the University of Texas School of Law
  • Completion of training in Medical Malpractice Disputes - University of Maryland School of Law
  • Experience as a mediator and arbitrator.  Also represented numerous clients that participated in mediations and/or arbitrations
