Legal Experience

Elizabeth (Liz) Drews’ practice involves Texas electric and utility regulatory law, administrative law, and trade secrets. Active in those fields since 1981, she is experienced at client counseling, negotiation, contracts, and representation in Public Utility Commission (PUC) contested cases and rulemakings, at the Electric Reliability Council of Texas (ERCOT), in court appeals of PUC actions, and before the Attorney General on Public Information Act requests.  Since 2005 she has done extensive work concerning Texas’ competitive renewable energy zones (CREZs), including PUC rulemakings and contested cases on CREZ designation, transmission plan development, selection of transmission service providers, transmission line certification and related matters.  Her clients have included nuclear, coal, gas, cogeneration, solar, wind and other renewable generation, distributed generation, electricity storage facilities, power marketers, qualified scheduling entities, a transmission service provider, retail electric providers, industrial, commercial and government retail customers, and landowners in transmission line cases.  Ms. Drews has testified as an expert on regulatory issues in court and at the PUC and the Railroad Commission.
