Legal Experience

Mr. Katz is Board Certified in Health Care Law by the Texas Board of Legal Specialization. Mr. Katz focuses his representation on clients doing business within the health care industry. His clients include physicians, hospitals, provider networks, managed care organizations, governmental entities, diagnostic centers and other health care providers across the state of Texas. Representation of these clients includes advising on corporate, transactional, regulatory and public policy matters.

Specific Matters of Representation

  • Formation of medical groups in urban and rural areas
  • Represent major hospital districts in urban areas in the creation of health maintenance organizations for participating in Medicaid Managed Care and the Children's Health Insurance Program
  • Assessing provider and business emergency preparedness, and development of policies and plans
  • Formation of large medical group wrap around IPA engaged in risk sharing and fee-for-service contracting
  • Creation of management companies for managing large medical and dental practices
  • Pursuing federally qualified health center status for public entities and safety net providers
  • Review and negotiate risk sharing agreements between HMO and physicians organizations
  • Formation of PHOs in urban and rural areas
  • Interpreting and applying Stark and Anti-Kickback Statutes to physician arrangements
  • Advise IPAs and PHOs on the application of anti-trust laws
  • Representing the Texas Association of Oriental Medicine on passage of legislation cleaning up Texas Insurance Code and Medical Practices Act
  • Participating in the passage of legislation allowing for the creation of an integrated health care system by a county hospital and a state medical school
  • Representing rural providers in the creation by the Legislature of a statewide rural health system
  • Worked closely on legislation affecting physician organizations and providers participating in managed care
