Legal Experience

Mr. Hughes is a senior partner in Brown McCarroll's administrative law practice and heads the firm’s electricity and legislative & governmental affairs teams. Mr. Hughes has more than 22 years of experience in regulatory and legislative law, corporate communications, and public risk strategy for a variety of companies and organizations.  His current practice primarily involves managing public risk for electric energy companies and other large corporations through agency rulemakings, contested cases, and legislative advocacy.  He is heavily involved with all aspects of Texas’ competitive electric market and issues related to electric generation, renewable energy development, transmission infrastructure, and retail competition.  Before joining Brown McCarroll, Chris served as the Regional Vice President for Exelon Corp. and as Vice President of External Affairs for Entergy’s wholesale businesses. At Exelon, Mr. Hughes was responsible for coordinating the company’s marketing and strategic planning goals with its market development priorities and public policy positions. At Entergy he created and implemented the public risk management strategy for $4 billion in power development projects in 14 states, as well as the joint trading and pipeline venture with Koch Industries.

Mr. Hughes practices regularly before the Public Utility Commission, Electric Reliability Council of Texas, The Texas Commission on Environmental Quality and the Texas Legislature, and has represented clients before a number of counties and municipalities across Texas.  In addition, he has directed legislative and regulatory activities for clients in Louisiana, Mississippi, Illinois, Ohio, North Carolina, South Carolina, Virginia, Iowa, Oklahoma, and Kansas. Mr. Hughes has also represented various pipeline companies, trucking companies and concrete and aggregate companies before the Texas Transportation Commission and Texas Railroad Commission, and was the Director of State & Civic Affairs for Continental Airlines.  Mr. Hughes has also served in key staff positions in the Texas Governor’s office and as a Special Assistant in the United States Senate and Texas State Senate.
